Cooper Notification is the global leader in Mass Notification Solutions with over 500 employees working from offices in Ocean Port, NJ, Arlington, VA and Sarasota, FL. Cooper Notification brings together leading solutions for indoor (SAFEPATH), outdoor (WAVES) personal and regional alerting (RSAN and RSIX) into a single, integrated notification platform. Cooper Notification is part of Cooper Industries, a global company headquartered in Houston, TX with annual revenue of $7 billion. Cooper Industries is celebrating its 175th year in business and is the third oldest company on the New York Stock Exchange.

Founded in 2000, Roam Secure has been on the cutting-edge of mass-notification technology and led the field of emergency alerting and information sharing for over eight years. The Washington, DC metro region deployed the patented Roam Secure Alert Network (RSAN™) solution in the aftermath of 9/11 to improve first responder communication, interoperability and public warning. Through continued use, feedback, development and expansion RSAN evolved into the national standard for emergency alerting. Roam Secure was acquired by Cooper Notification in 2007 and it provides the personal and regional alerting components of Cooper Notification’s layered mass notification solution. Today millions of government leaders, first responders, employees, critical infrastructure personnel, businesses, students, parents and citizens rely daily on the award winning emergency-alerting system.

The Roam Secure Information Exchange (RSIX) is the first regional, statewide and national exchange for emergency information where customers can share both public and private emergency information securely, reliably and in real-time. With RSIX, RSAN systems across regions and the country can share emergency information anywhere, anytime.

Whether customers are preparing for and responding to: hurricanes in the gulf states of Louisiana, Florida or Mississippi; an earthquake or tsunami in California; winter storms and wild land fires in Colorado; severe weather or terrorism in Philadelphia and the National Capital Region; or a campus incident in a major urban area or secluded part of the country; Cooper Notification’s technology has continually proven reliable. Cooper Notification’s systems have all delivered valuable information during all-hazards incidents and regional crises, while the patented technology delivers targeted information quickly and reliably, with the capability to send more than 18,000 messages per minute, per server and has delivered over 180 million alert messages during all types of incidents.

Mass Notification System (MNS) Technology

RSAN leverages CAP compliant, text and voice-based technology to reach a wide range of devices, including pagers, cell and landline phones, PDAs, Blackberry, satellite phones, XM Satellite radio, instant messaging, e-mail, indoor and outdoor speakers and social networking systems . RSAN alerts provide timely, accurate information to selected groups (large and small) about where to go, what to avoid, and other time-sensitive information to secure public and personal safety during an emergency.

Additional features include: secure, role-based access; seamless failover and redundancy; use of short codes for rapid enrollment; and the ability to send notifications via fax and voice dialing for continuity of operations and internal communications. All RSAN solutions can be deployed on-site, or hosted by Cooper Notification in redundant, secure geographically dispersed data centers that operate in an active-active, mirroring configuration.

Major cities, counties and states use RSAN for routine paging and dispatch to law enforcement, emergency management, fire fighters, school officials, public health officials and more. They also use RSAN to warn millions of citizens and businesses in seconds with specific, targeted information during emergencies and all-hazards incidents. RSAN has also been attributed to saving lives during severe weather, helping find missing children and elderly persons and tracking down crime suspects. Time and again during the London bombings, 9/11 and hurricanes Katrina and Rita – the RSAN worked when other traditional forms of communication failed.

The Power of Interoperability - a Regional Approach

In addition to deployments in local jurisdictions, federal entities, colleges and private companies, all Cooper Notification systems are networked via RSIX to create a fully interoperable communication system across regions, states and the U.S. RSIX enables customers to opt in (or out) of live data feeds from RSAN and ACTIV systems throughout the US, as well as connect to real-time data feeds from local traffic, weather, news agencies and other sources of information. RSAN and RSIX are standards-based solutions (NIMS, NIEM and CAP-compliant) to support interoperability and information sharing across agencies, jurisdictions, levels of government, public and private sectors.
