First Responders
In the aftermath of 9/11/2001, Washington, DC chose the Roam Secure Alert Network Emergency Management Agency Edition (RSAN EMA) as a primary means to alert key government officials, first responders, federal and local agencies and partners. Six years later, RSAN EMA continues to be the primary tool used daily to inform key officials. The DC system has been used over 35,000 times during all hazards incidents and it is integrated with WebEOC and other EOC systems.

Public Warning
In 2004, DC Emergency Management Agency and former Mayor Anthony Williams launched DC Alert, powered by the Roam Secure Alert Network Citizen Warning Edition (RSAN CWS). DC Alert became the first text alerting system for citizen warning used by a major U.S. city. DC Alert serves as the primary means for alerting citizens, commuters and key businesses during all-hazards incidents and has been used thousands of times over the past several years. Citizens can also register by texting 32362 from any cell phone. The DC Alert system serves as a model for other major metropolitan areas across the United States.

DC Alert is also fully integrated with XM Satellite radio for broadcasting alerts via XM Satellite Radio’s traffic and weather station 214. DC Alert is fully interoperable with the other Roam Secure systems across the National Capital Region and across the country via the Roam Secure Emergency Information Exchange (RSIX).

Real-time Crime Alerting
In 2007, DC launched a pilot program with local government leaders, DC Metro Police Department, the DC Homeland Security Agency, local businesses and Roam Secure to send real-time crime alerts to businesses using DC Alert.

Participating businesses register with HSEMA to receive text messages about crimes that are committed at businesses in their neighborhood. When a crime is reported to the police by dialing 911, MPD officers who have been trained in the use of the system, send a text message via email, cell phones, blackberry and other media in real-time to participating businesses alerting them that a crime has been committed and providing them with a description of the alleged perpetrator. The system instantly puts thousands of eyes and ears on the streets looking for the suspect. Businesses can reply or call 911 with follow up information.

Major UASI Cities
RSAN EMA and RSAN CWS have become the emergency alerting solution of choice for major cities like DC, counties, states and academic institutions across the country. Other major UASI cities using Roam Secure include: New Orleans, San Francisco, Philadelphia, Baltimore and Orlando.
